Eurowind Energy‘s acquisition of two permitted Eurowind Energy German wind farms in Brandenburg and Mecklenburg-Western Pomerania brings a combined installed capacity of 86.7MW into the developer’s portfolio, the company has confirmed.

The two projects comprise 13 turbines in total and have both received approval under the German Federal Emission Control Act, the country’s primary permitting framework for onshore wind. Holding approved-but-unbuilt assets is a meaningful position in Germany’s constrained development pipeline, where securing permits has become an increasingly attritional process.

What Eurowind Energy’s German wind farms acquisition actually signals

Eurowind Energy Managing Director in Germany David Christopher Stahl framed the deal explicitly against market headwinds. ‘The successful acquisition of these two approved wind farms demonstrates that we remain capable of taking action even in a challenging market environment and are consistently implementing our growth strategy,’ he said.

The company itself acknowledged the transaction came against ‘the backdrop of a challenging market environment’ driven by higher financing costs, regulatory changes and strong competition. That framing is worth pausing on. Calling out financing costs and competition in the same breath as a growth announcement is a way of signalling resilience, but it is also an accurate description of the German onshore wind market right now. Developers across the sector have reported that rising debt costs have squeezed project returns, tightening the gap between what assets can earn under feed-in premiums and what they cost to build and finance.

The acquisition of already-permitted projects sidesteps one of the sector’s biggest friction points. Germany’s permitting process, routed through the Federal Emission Control Act, can stretch across several years and is subject to legal challenges that frequently delay or kill projects before a turbine is ordered. Buying in at the permitted stage transfers that development risk to the seller and lets the acquirer move more directly toward construction financing and grid connection, though neither timeline nor financing terms for these two projects were disclosed.

Growth strategy and what it will take to deliver it

Stahl set out the broader ambition plainly: ‘Our goal is to continue driving the expansion of wind energy in Germany while creating attractive prospects for project developers, investors and landowners.’ That covers a lot of ground without committing to specific capacity targets or build-out dates, which is standard practice for a company announcing an acquisition rather than a financial close or a grid connection.

The deal is described as strengthening Eurowind Energy’s position as ‘one of the leading developers’ in Germany. Germany remains one of Europe’s largest onshore wind markets by installed base, and the Bundesnetzagentur, the Federal Network Agency that oversees renewable energy auctions and grid connections, has been running competitive tender rounds at increasing volumes as the government pushes toward its renewables expansion targets. Competing effectively in that environment requires a pipeline of permitted assets ready to enter auction, which makes this kind of permitted-project acquisition commercially logical, even if the terms are not public.

Germany’s Federal Ministry for Economic Affairs and Climate Action has set out the regulatory framework within which these auction rounds operate, and the pressure to accelerate build-out is real. Whether Eurowind Energy’s German wind farms progress from permitted to operational on any specific schedule depends on grid capacity, turbine supply and financing conditions that the company has not yet disclosed. The permitted status is the starting line, not the finish.
