The JFE Engineering monopile Japan story has an easy headline and a harder question underneath it: can a single factory, opened just over two years ago, actually supply the foundations that Japan’s offshore wind build-out will demand? On 26 August 2026, JFE Engineering held a ceremony at its Kasaoka facility in Okayama Prefecture to mark completion of what it calls Japan’s first domestically manufactured monopile foundation for offshore wind. The unit is destined for the offshore wind project off Oga City, Katagami City and Akita City in Akita Prefecture.

The manufacturing contract, JFE Engineering said, was placed by Kajima Corporation, which holds responsibility for on-site construction. JFE’s scope covers detailed design, manufacturing and transportation of all monopiles for the project, not just this first unit.

The scale of what JFE Engineering is manufacturing in Japan

The dimensions involved are not trivial. Each monopile measures up to approximately 11m in diameter and approximately 80m in length, at a weight of approximately 2,000t. For context, that puts them among the larger monopile specifications currently in production anywhere in the world, reflecting the turbine choice for the Akita project.

According to Oga Katagami Akita Offshore Green Energy LLC, the project involves the construction of 21 offshore wind turbines with a total installed capacity of 315 MW. The turbine model selected is the Vestas V236-15MW, a 15-megawatt machine with a 236-metre rotor diameter. That rotor size helps explain the monopile specifications: a 15 MW turbine demands a correspondingly substantial foundation to handle the overturning moments in a live sea state.

The Kasaoka factory, which JFE Engineering says is Japan’s only monopile manufacturing facility as of August 2026, was completed in March 2024. The first monopile completion arriving roughly 29 months after the factory opened is consistent with the lead times involved in setting up a heavy-fabrication facility of this type, though JFE has not published a full production schedule.

Certification cleared, installation pencilled for April 2027

Before any foundation enters the water, the project needed to clear Japan’s conformity assessment process. On 30 June 2026, according to Arup, the project developer obtained certification from Bureau Veritas Japan Co., Ltd., a registered conformity assessment body in Japan. That certification clears a formal regulatory hurdle and keeps the project’s construction timeline viable.

The current schedule, as reported by DeepWind, puts foundation installation starting from April 2027. That gives JFE Engineering roughly eight months from the ceremony marking its first completed unit to the point at which foundations need to be arriving offshore and going into the seabed. Whether the Kasaoka factory can sustain the throughput required across 21 foundations inside that window is the operational question the press release does not address.

Why domestic manufacturing matters for Japan’s supply chain

Japan’s offshore wind ambitions have long run into a supply chain constraint: until recently, no domestic manufacturer could produce monopile foundations at the scale modern turbines require. Projects were either delayed or dependent on imports from European fabricators, with all the logistics cost and scheduling risk that entails. The JFE Engineering monopile Japan programme is a direct response to that gap, though it is worth noting that a single factory, however capable, is not the same as a resilient domestic supply chain.

For the Oga-Katagami-Akita project specifically, the arrangement keeps foundation fabrication and transportation within Japan, which matters for both cost and delivery certainty. JFE Engineering’s role covering design, manufacturing and transport in one contract reduces the number of handoff points where schedule risk can accumulate.

With conformity certification secured and the first physical unit now complete, the project’s critical path runs through Kasaoka: foundation installation is scheduled to begin in April 2027, and the factory’s output rate over the coming months will determine whether that date holds.
