Flotation Energy and Harbour Energy have signed a memorandum of understanding to assess how floating offshore wind could electrify North Sea oil and gas operations, combining the operator experience of one with the floating wind expertise of the other. The MoU is an agreement to explore, not a project sanction, and the work that follows will need to navigate some genuinely complex technical, regulatory and commercial terrain before anything more concrete emerges.

What the Flotation Energy Harbour Energy floating wind agreement actually covers

Flotation Energy says the collaboration will explore potential scenarios and develop a greater understanding of the considerations involved in electrifying offshore operations using floating wind. The two companies will draw on expertise from both the offshore wind and oil and gas sectors to assess what it calls innovative solutions, in support of the UK’s transition to renewable energy.

The language here is deliberately cautious, and rightly so. An MoU is a statement of intent to look at something together, not a commitment to build it. North Sea electrification via floating wind involves technology that remains at early commercial scale, grid connection questions, regulatory overlaps between energy and hydrocarbon licensing, and economics that depend heavily on power purchase structures not yet agreed. Flotation Energy has acknowledged all of this by framing the outputs as greater understanding rather than a project pipeline.

That said, the pairing has logic. Harbour Energy brings operational knowledge of the North Sea’s producing infrastructure. Flotation Energy brings direct development experience in floating wind and electrification-focused projects, most visibly through its Green Volt development.

Green Volt: the floating wind project anchoring Flotation’s credentials

Green Volt is Flotation Energy’s flagship asset and the clearest demonstration of what the company is bringing to this partnership. The project was developed through Crown Estate Scotland‘s INTOG (Innovation and Targeted Oil and Gas) leasing round, which was specifically designed to support floating wind projects intended to power offshore oil and gas operations.

On 19 April 2024, Crown Estate Scotland entered into an Option Agreement with Flotation Energy and its partner Vårgrønn for the Green Volt project, following the grant of marine licences and a Section 36 consent from Scottish Ministers. According to Flotation Energy, the project will comprise up to 35 floating wind turbines with a capacity of up to 560 MW.

On the question of what happens to power not consumed by offshore platforms, Marine Scotland has confirmed that excess electricity generated by Green Volt will be exported to the UK grid via a connection to the Scottish mainland near Peterhead. That export route matters for the project’s commercial case and for the broader argument that floating wind built for oil and gas electrification can also serve the wider grid.

Flotation Energy and Vårgrønn’s ambitions extend beyond Green Volt. According to Flotation Energy’s projects page, the two companies hold exclusivity from Crown Estate Scotland to develop two projects, Green Volt and Cenos, with a combined capacity of up to 1.9 GW. That portfolio gives Flotation Energy a credible claim to floating wind expertise at scale, which is presumably what Harbour Energy is seeking access to through this MoU.

The North Sea electrification challenge

Reducing Scope 1 emissions from offshore oil and gas production is one of the harder problems in the UK’s net-zero equation. Most North Sea platforms currently run on gas turbines, and electrification from shore or from offshore renewables is technically demanding and expensive. The Flotation Energy Harbour Energy floating wind collaboration sits squarely in this space, and the INTOG mechanism that Crown Estate Scotland created was an explicit attempt to unlock exactly this kind of project.

Whether an MoU becomes a developed project depends on what the technical and commercial assessments actually find. But Green Volt’s progress from INTOG leasing through marine licensing to a Crown Estate Scotland Option Agreement shows that this pathway, at least, is navigable. Flotation Energy’s next step is to demonstrate that the electrification use case pencils out across a broader range of North Sea operators, not just in a single flagship project.
